Job Description

Provide engineering expertise in assigned program areas. Provide recommendations for resolution of project issues. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs. Assist in developing, implementing and monitoring policies, procedures, guidance and practices for engineering projects and programs. Technical review and analysis of complex and significant development plans to include detailed review of waivers and exceptions. Be responsible charge in plan review process. Coordinate resolution of public-private sector policies, procedures and engineering issues associated with major and complex development plans to determine needs. Resolve unusual and sensitive issues concerning soundness of engineering design and impact on the transportation network. Recommend measures to mitigate traffic impact of land development projects. Meet with government officials and staff, developers, private sector engineers and consultants, VDOT staff and supervisors to resolve issues requiring in-depth knowledge of comprehensive plan process, zoning processes, land use, site plan design, highway design, traffic operation features and relevant VDOT policies and procedures.

How you will contribute:
  • Communications: Communicate effectively with customers internal and external to VDOT including local governments, elected officials, citizen groups, and FHWA.
  • Conduct Engineering Studies: Participate in or oversee engineering studies. Collect, analyze and process data and information. Develop written reports, recommendations, and solutions that are technically accurate and compliant. Prepare business correspondence and technical letters with recommendations for suggested corrective measures as a result of studies. Prepare or present formal presentations for VDOT staff, or other organizations.
  • Coordinate with customers: Coordinate with other staff and external participants in land development community during reviews. Participate in meetings with developers, consultants, county staff, elected officials and citizens to resolve land development issues.
  • Policies and Procedures: Assist in the development of policies, procedures and practices reflecting proactive management of the assigned engineering program area.
  • Process Improvements: Develop, recommend and implement process and policy improvements as needed. Assist in monitoring compliance to ensure conformance to the policy, procedures and state and federal laws and regulations.
  • Project Management and Documentation: Organize work and monitor work tasks such that projects and documentation are completed within schedule using VDOT's standards, policies and procedures.
  • Project Team Participation: Participate or lead project teams as assigned. Ensure timely communications between project team members and stakeholders. Ensure information is technically accurate and effectively disseminated. Review and resolve challenges to enhance team performance.
  • Responsible Charge Engineer: Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia.
  • Responsible Charge Engineer: Serve as Responsible Charge Engineer, reviewing and approving, disapproving, recommending or not recommending Access Management Exceptions, Design Waivers, SSAR Exceptions, etc. Meet regularly and often with Manager and staff to ensure consistency and work through issues early in the process. Provide input on possible process and procedural changes
  • Review of Land Use applications and traffic design elements: Review comprehensive and complex land use plans. Perform thorough reviews for rezoning requests, master plans, traffic impact analyses, subdivision and site plans. Coordinate with developers, consultant engineers, county staff and Board of Supervisors. Identify needs and recommend modifications to plan submittals.
  • Rezoning Review: Provide technical reviews for re-zonings, special exceptions, special use permits, including ancillary Design Waivers, Subdivision Street Acceptance Exceptions, Access Management Exceptions, Traffic Studies, etc. Coordinate review of such applications with other District Staff as appropriate.
  • Strategic planning: Establish, evaluate, adjust and measure goals and objectives for individual assignments and technical expertise. Identify resource needs and work to fulfill them. Seek out new tools, policies or other measures to enhance performance of roadways. Conduct research on road design and traffic engineering issues for possible application in the review of development plans to changes to department regulations and standards.

  • Comprehensive knowledge of design standards, specifications and regulations related to roadway design, traffic and safety engineering, and right of way.
  • Comprehensive knowledge of traffic engineering, land use development and site plan review.
  • Knowledge of ITE, AASHTO and VDOT regulations, policies and procedures, as well as local planning and land development ordinances and laws.
  • Knowledge of federal, state and local laws, codes and ordinances and policies pertaining to transportation engineering.
  • Knowledge of financial management to include budgeting and cost estimation.
  • Knowledge of land development plan reviews, traffic impact studies and associated requirements.
  • Knowledge of project management processes.
  • Knowledge of strategic, operational and financial management principles, practices and techniques.
  • Knowledge of transportation engineering principles, practices, standards, and specifications.
  • Skill and ability to positively interact with employees, citizens and government officials.
  • Skill in delivering exemplary customer service and the ability to interact courteously and professionally with the public and other employees.

  • Skill in the use of computers and software applications to include engineering software.
Minimum Qualifications:
  • Ability to apply regulations, requirements to geometric design, drainage, traffic, safety, transportation planning and develop context sensitive solutions to complex transportation issues.
  • Ability to negotiate, communicate effectively orally and in writing technical, administrative, political and citizen audiences.
  • Ability to read and interpret engineering drawings and review complex traffic studies, signal warrant studies and traffic signal design.
  • Degree in Civil Engineering or related field.
  • Experience applying design standards, specifications and regulations related to roadway design, traffic and safety engineering, and right of way.
  • Experience in traffic engineering, land use development and site plan review.
  • Experience with Land Development plan reviews, traffic impact studies, and associated requirements.
  • Knowledge of ITE, AASHTO and VDOT regulations, policies and procedures, as well as local planning and land development ordinances and laws
  • Knowledge of land development plan reviews, traffic impact studies and associated requirements.
  • Skill in the use of computers and software applications to include traffic engineering design and analysis software.
  • Valid Professional Engineer's license.
